The leader of the New York City Impact Community, NYC Service, is a division of the NYC Office of the Mayor focused on building partnerships to deepen and expand civic engagement through volunteer and service programs, creating sustainable change for the city's greatest needs. It was launched in April 2009 in response to President Barack Obama's national call for volunteerism, which had a goal of engaging 100 million Americans in service by 2020.
New York City was the first “City of Service” and since NYC Service’s inception, there have been over 200 U.S. cities to follow, establishing the “Cities of Service” network. In terms of national service work, NYC Service currently administers 4 AmeriCorps programs in addition to convening the national service community in NYC to share best practices and resources and to work on common challenges.

NYC Service is pleased to present the City Service Corps Blueprint, a comprehensive guide for municipalities across the nation to develop an effective AmeriCorps program proven to have a meaningful impact on members serving, city government and its agencies, and the greater community. This guide is based on the NYC Service AmeriCorps program City Service Corps, which was launched in 2015 and continues to successfully place members at City agencies. The Blueprint includes steps to conceptualizing and operationalizing an AmeriCorps program within local government, as well as evaluations of the City Service Corps program’s impact on a City agency’s efficiency and effectiveness.
